How to Read Statutes and the Constitution Offline
Open the 1999 Constitution and other Acts in the reader, and keep reading them with no network once they are cached.
ChamberOS carries the statutes you need, including the 1999 Constitution, in a reader built for phones. Once you have opened a document, you can keep reading it even with no signal. Here is how the reader works and how to get the smoothest experience.
Opening a statute
- Open Skills Lab and go to the Statutes tab.
- Open a statute pack to see the Acts inside.
- Tap an Act to open it in the reader.
The first time you open a document, ChamberOS downloads it and shows a short loading screen while it gets ready. After that, it shows the pages as you scroll.
Reading offline
This is the part students love. Once you have opened an Act while you had signal, ChamberOS saves it on your device. The next time you open the same Act, it reads straight from that saved copy. So you can study on the bus, in a hall with bad signal, or anywhere with no wifi at all.
The tip: before you travel or head somewhere with weak signal, open the Acts you plan to read while you still have signal. They will then be ready offline.
Why the reader stays fast
Long documents like the Constitution run to hundreds of pages. The reader is built to handle that without slowing your phone or going blank. It shows a placeholder for every page, so the document has its full length, and it draws the real pages only as they come near your screen, letting go of pages you have scrolled well past. The result is smooth scrolling, even in a very long Act.
You do not need to do anything for this. It just means a big statute opens and scrolls like a short one.
Finding your place
As you scroll, the reader shows which page you are on at the top, so you always know where you are. Scroll to move through the pages in order.
The 1999 Constitution
The Constitution of the Federal Republic of Nigeria, 1999 is in the library. It is the document you will reach for most across your degree, from constitutional law to human rights to administrative law. Open it once with signal, and it is yours to read offline whenever you need it, all the way to the schedules at the end.
If something goes wrong
The document will not open. Check your signal for the first open of a new Act, since the first download needs it. After that first open, it works offline.
It looked blank once. Very long documents used to strain phone memory. The reader now draws pages only as you reach them, which keeps it steady through the whole document. If you ever see a blank space, keep scrolling gently and the page will appear.
I am low on storage. Saved statutes take a little space. If your phone is very full, clearing some space helps downloads finish cleanly.
